San Jose doesn't offer free permit-ready house plans, although they do offer prequalified prefab ADUS. So far there are only two offerings: Abodu and Prefab ADU but I'm sure there will be more in the near future.
But what I'm hoping is San Jose will offer free permit-ready house plans like San Diego County and the City of Encinitas. Here's an example from the Planning & Services Department of San Diego County:
Now I'm not saying this is a slam dunk since you still need a builder, but these plans can save you anywhere from $1200 to $8500 depending on who you use as your architect, draftsman or contractor.
San Diego County offers six plans and the City of Encinitas offers eight.
But even though these plans aren't preapproved by San Jose, nothing is stopping you from using these plans for your ADU in San Jose. Something to think about!
